This aircraft was designed by the Russians to carry massive payloads and minimise fuel costs and by using the thermals and the ground effect it skims across the surface, this aircraft can be a danger to navigation. Rule 17 part (e) of the International Collision Regulations states; A
seaplane on the water shall, in general, keep well clear of all vessels
and avoid impeding their navigation. therefore, if you're in a any sea-going vessel, you're the stand-on vessel, and if on a collision course, you may alter away from this vessel, and shall alter if you think your going into a close quarter situation. |
